Lincoln: The latest effort to reorganize the Lincoln Neighborhood Association has sputtered but not fizzled, according to Kate O'Brien. Although Jim Rourk stepped down as interim chair after a couple of months, a new core group is looking to elect officers and start a newsletter this spring. The next meeting will be Feb. 21 at Lincoln Elementary School. O'Brien said neighbors are concerned about traffic, safety and the new Port of Vancouver plan to route truck traffic down Fruit Valley Road before diverting it west along a new 26th Avenue Extension. Rourk said he is stepping down to focus on music and theater events.
